You needed to win a certain amount in RA and TA before having access to HA before they added codex. it didn't do a damn thing, did not make heroes ascent any less populated with disgraces, and definitely will not make any grieving shitters even think about shying away from the format.
unfortunately this is what we're left with after anet introducing the most extreme irreversible power creep to exist in any mmo.

Elitism=bleh. There are restrictions in GvG matches if it's "high end" pvp U R after. HA is meant to be played by everyone with no distinction to bad/good players. Is this another QQ thread?

That threshold was one of the worst ideas ever put int the game. RA and TA play nothing like HA, infact people that enjoy (enjoyed) the HA format generally did not like RA or TA so it wasn't uncommon for new players to decide that they wouldn't like HA before they could even access it. Even then it was just more meaningless grind (skill/item unlocks) that was required before someone could even start playing the game.
That being said, if you are regularly suffering from "elitism" then you have a shitty attitude. If one group doesn't let you in and you come crying, then you should stick to single player games. If no group over multiple days will let you in or let you stay, then the only common denominator between those groups is you.

I already play GvG regularly, but I like to occasionally go back to HA once in a while. I don't consider myself elitist but I want to play with someone who has an idea of how to play the game.

That's a ridiculous idea. HA players already use the hero rank to keep their arena unpopular. Why bother implementing a filter? The players do it themselves.
